I have seen the telegram of 11th December referred

to in your telegram of 13th December. I have reason to

believe that if Commissioner of Customs in Canton would

first remit te Peking the amount necessary to pay Customs

share of foreign loan charges and then pay over balance of

receipts to Sun Yat Sen, the latter would abandon his preposal to seize the Customs,

I suggest that acquiessence in this solution

wuld be in exact accord with your statement that allocation

of surplus after foreign loan charges have been met in no way concerns Diplomatic Body.
